Note: Under the NCDP Plan of Organization, the Treasurer position is appointed by the Chair rather than elected. There will be no vote at the Convention on this office, but we did want to publicize interest in it because of the position’s importance.

Candidates for State Executive Committee

Durham County needs to elect members of the State Executive Committee. The State Executive Committee elects the North Carolina Democratic Party officers every two years, and helps those officers determine the direction of the Democratic Party on the state level. Meetings are quarterly, and members are required to attend each meeting (by proxy if necessary). The elected Chair is automatically one of the 22 SEC members.

The NCDP Plan of Organization requires that the SEC delegation be evenly divided by gender, so two votes will be taken — one for women candidates and one for men. In addition, while not required by rule, Durham seeks to have a racially balanced delegation. Therefore, we ask that convention voters distribute their votes in a manner that approximates the demographics of our county. As a guide, the 11 seats for each gender should be divided equally between black and white candidates, with candidates identifying as “other” receiving 1-2 seats of the 11. Candidates are asked to self-identify to assist in this consideration.

Candidates who expressed interest before the convention will be listed below, with photos and statements of interest. Additional nominations will be taken from the floor at the convention.

Resolutions

Resolutions are presented to the county convention for approval in order to be sent to the State Convention in June.  Resolutions originate at the precinct level during Precinct Annual Meetings, then are collected and presented to the county convention.

In order to avoid a multi-hour review of resolutions on the day of the convention, the following process is used:

First, precincts submit resolutions approved at their PAMs.

Second, the resolutions are collected and reviewed by a committee appointed by the county chair.  The committee combines similar resolutions with the intent of maintaining the spirit of each, makes stylistic/grammatical improvements where needed, and publishes the proposed packet of resolutions.

Third, a pre-convention meeting is held for public review of the committee’s work.  Additional changes can be made at this meeting.

Fourth, the final resolution set is published for review by delegates to the convention.  Resolutions are individually numbered so that each can be voted on separately.

Finally, at the convention, delegates vote to approve or disapprove the proposed resolutions.  Resolutions receiving a majority vote in favor are sent on to the State Convention.
